Conditions for local WVTA

Milestones of local homologationTo assess possibility and efforts for potential distributor to obtain local whole vehicle type approval, several questions must be answered beforehand. Here is a questionnaire for supplier or manufacturer of vehicles:

  1. Is manufacturer of vehicles able to grant distributor the right to be representative in a country of Customs union with eligibility to apply for homologation?
  2. Does manufacturer of vehicles have representative company(ies) in other than that country in Customs union?
  3. If no, can manufacturer grant obligations to distributor to be formal representative for all countries of Customs union?
  4. Will manufacturer support distributor with proceeding quality management audits of production sites?
  5. If the vehicle has European homologation, which ECE (UN) system approvals from the list could be provided?

Legislation in Russian homologation

Homologation of vehicle's in Russia, Belarus and Kazakhstan is based on Technical Regulation on The Safety Of Wheeled Vehicles TP TC 018/2011 (put in force by Resolution No. 877 of the Commision of Customs Union of 9 December 2011)

Russian Federation is one of parties, signed the Agreement, signed at Geneva on 20 March 1958, concerning the adoption of uniform technical prescriptions for wheeled vehicles, equipment and parts which can be fitted and/or used on wheeled vehicles and the conditions for reciprocal recognition of approvals granted on the basis of these prescriptions.

Therefore, Russian authorities accept a certificates of compliance according to Regulations of the United Nations Economic Commission for Europe (the UN Regulations).

Despite large ratio of harmonization with european homologation system, Russian automobile certification has is not fully harmonized with European one and has a number of unique requirements, compliance with those the manufacturer should prove despite already established access to european market.
